  （中央社記者林琳華沙20日專電）在華沙舉行的氣候變遷會議期間訪問代表團團長的聯合國「氣候變遷電視」，以「台灣可在減少空氣污染方面教育中國大陸」為題，播出中華民國行政院環保署 EPA 政務 副署長 葉欣誠 的專訪。
  
  
  「氣候變遷電視」（Climate Change TV）的記者於16日訪問葉欣誠，談代表團的參與及台灣碳排放問題。葉欣誠表示，代表團在華沙會議期間與其他國家代表就降低排放量的策略及因應氣候變遷的措施交換意見。
  
  
  針對台灣平均排放量相對較高的問題，葉欣誠說明，台灣生產許多國際市場上的商品，包括自行車和個人電腦，產業在生產過程中的碳排放大約占台灣總排放量的半數。除了政府積極推動希望通過降低碳排放量的法案，台灣產業已經朝向更重生態保護發展。
  
  
  進行訪談的記者提出：台灣在地緣上與中國大陸很接近，這方面的經驗是否有可讓中國大陸借鏡之處
  
  
  葉欣誠 Dr. S. C. YEH 表示，台灣產業的架構和中國大陸相似，他相信可分享相關資訊。
  
  
  他指出，由於台海兩岸在文化上共通，居民也在生活習慣上有所改變，而且台灣經歷過工業成長的過程，也許台灣可以分享這方面的經驗，讓中國大陸可以在降低空氣污染方面「跳過一些階段」。1021120

  COP19 / CMP9 (Nov. 16, 2013) (16/11/13) -- As the second country in the world to classify greenhouse gases as an air pollutant, Shin-Cheng Yeh, Deputy Minister for the Environmental Protection Administration of Taiwan, says his country has a great deal to offer neighbours like China.
  
  
  
  Taiwan is in the process of setting emissions standards for the industrial sectors and has set a national target to reduce CO2 back to 2005 levels.
  
  
  Because of its cultural ties and a similar industrial framework to China, Yeh says Taiwan could help China "skip some steps" when it comes to reducing air pollution.

【COP】吐瓦魯官方代表：「化憤怒為行動」

“If you feel angry in the conference, you can’t just sit there, and do nothing”，一位參與第十九屆聯合國氣候變化綱要公約大會(COP19)的吐瓦魯政府官員如此說著。

氣候變化綱要公約大會第一天，華沙當地主辦單位舉行了一個歡迎晚宴，凡是持有大會證件的人皆可以進入，台灣青年氣候聯盟的青年們也參與了這場盛宴。由於一個機緣，青年們遇見了來自吐瓦魯的政府官員，並在晚宴中有了一番對談。

吐瓦魯的官員表示，在氣候談判的第一周，他們總共只有兩個官方代表會來；到了第二周，也只有首相會到場，總計能夠出席談判的人數不超過五人。然而，西方國家或是已開發國家的代表團一次就是幾十人，這個人數和從參與人數便可看出一個國家國力的大小，吐瓦魯在氣候談判的弱勢完全地反映在參與談判的人數上。

在對談過程中，台灣青年氣候聯盟的青年向吐瓦魯官員詢問對氣候談判的想法及立場，吐瓦魯官員表示，他第一年參與氣候談判時，過程中完全充斥憤怒的心情，歐美國家在談判過程中總是以自己的利益為焦點，不僅忽略小國的聲音，也不在乎小國的著急，這就是實際氣候談判的情況。然而，他對台灣青年氣候聯盟的青年說：「If you just sit there, and do nothing, things will get worse」。

化憤怒為力量，是這位吐瓦魯官員在第一年參與談判後的最大感想。吐瓦魯官員說，這是一個「談判的場合」，如果只是坐在位置上怒視先進國家的自私，事實上改變不了什麼，倒不如直接行動、參與溝通、尋求合作機會，這樣才能為吐瓦魯謀取更多利益，掌握更多談判籌碼。

氣候變遷帶來的威脅和傷害，吐瓦魯是第一線受害者，也最需要力量。然而，吐瓦魯卻無法指派更多的官員參與談判，壯大自己的力量。對這位吐瓦魯官員來說，代表團人數過少使吐瓦魯的聲音原本就已經很不足，若是再不起而行，則更有可能在談判中被邊緣化。因此，顯然地，吐瓦魯官員的「化憤怒為力量」不僅表達了吐瓦魯目前在氣候談判中的窘境，同時也表達了「如果你對這世界和社會的不公感到不滿，那就嘗試做些什麼事，來改變這世界」。

From Warsaw: COP19 UN Climate Change Conference 2013 in November 2013 COP19 (16/11/13) – As the second country in the world to classify greenhouse gases as an air pollutant, Shin-Cheng Yeh, Deputy Minister for the Environmental Protection Administration of Taiwan, says his country has a great deal to offer neighbours like China. 
     
     
     
     
     Taiwan is in the process of setting emissions standards for the industrial sectors and has set a national target to reduce CO2 back to 2005 levels. Because of its cultural ties and a similar industrial framework to China, Yeh says Taiwan could help China “skip some steps” when it comes to reducing air pollution.

葉 欣誠教授 解釋，世界上所有的能量都來自太陽，因為光合作用透過綠色植物把太陽轉換成能量。每個能量轉換的過程都會消耗一部分的能量，能直接利用食物是最好的方式， 越能直接利用越有效率。例如，直接吃蘋果，和將蘋果拿來餵動物人類再去吃肉，相較之下，後者對於熱能的消耗更多，越容易造成全球暖化的效應。

3 如果溫室效應氣體仍持續上升，我們將會面臨什麼危機？

【葉 欣誠教授口述，酷酷小尖兵整理】會海平面上升，全球暖化繼續下去的話會發生的事情很多，最重要的是氣候變的不正常，極端氣候，且生態會有根本性的改變。生 態改變植物植物跟動物的改變就不一樣了，可能原來沒有的疾病就會產生，所以對於整個生態系而言，會有根本性的影響。目前可以了解的是，很多專家預估北極熊 在幾十年之內就會絕種，類似的情況其實蠻多的

葉欣誠教授收集了很多資料, 葉欣誠也帶了幾個研究生，一起來做這件事情，編這本書的過程我葉欣誠教授發現台灣在這方面做的研究和投注的精力實在非常有限，我們大部分是擷取外國網站的資料，葉欣誠教授覺得這個是過程裡很重要的體會。

1 請問教授平時教導的科目有哪些？

【葉教授口述，酷酷小尖兵整理】整理最重要的科目是環境科學，有關於環境這個領域所有的科學，比如空氣、水、土地、資源各種相關的議題和永續發展的議題研究。

2 是什麼原因讓您開始重視「溫室效應」這個議題？

【葉 教授口述，酷酷小尖兵整理】主要原因是因為２００５年２月１６日是京都議定書的生效日，在這之前其實台灣就有很多學者、專家和環保團體的人，開始關切這個 議題，因為我也在環境教育界，所以就一起來關切這個問題。尤其我覺得全球暖化和全球變遷這個問題，在台灣有更多人關心，事實上，包刮小朋友和大人，談這問 題的人很少。但全世界卻有很多人關心這個問題，所以我也覺得要特別著重這方面的推廣。

4 為了讓大家都認識並重視這個議題，您主持了一些活動，可以談談這些活動的內容嗎？

【葉 教授口述，酷酷小尖兵整理】我主持過很多活動，比較重要的兩個活動，一個是福特環保獎－酷地球的活動，一些小學來參加後，我也發現，世上的部份的中小學生 對於這個議題還是滿陌生的，但我想這次的活動也很成功的讓小朋友們和老師來關心這個問題，而且也讓它成為媒體注目的焦點，我覺得它在推廣上面發展了很重要 的意義。我們也在台北市辦了一個很重要的活動－溫室氣體減量的網頁設計比賽、徵文比賽等等。在台北市這個地方應該是全國，關心這件事情的小朋友最多的地 方，小朋友其實滿有創意，對於溫室效應的了解也滿有意思的，我覺得以後應該多辦類似的活動，辦理更多，讓更多的小朋友來參與，且更了解這件事情，

5 請問您在推動活動的過程，感覺最深刻或最困難的事是什麼？

【葉 教授口述，酷酷小尖兵整理】最困難的是，現在整個台灣對這個問題的關注程度不夠，所以有時候我們要花很多時間去跟別人解釋說，這是怎麼一回事，但是上我覺 得正常的情況之下大家應該有所了解。另外的困難是，現在的老師和學生都很忙， 所以有時候要請小朋友來參加小朋友也沒有時間，我們這種額外的事情，小朋友覺得是負擔。 最深刻的是，遇到過一個困難，我們跟環保局辦活動，環保局發公文到每個小學，但小學看到是環保局發的公文，基本上不太理會，大概只理會教育局發的公文。我 們很想辦很有意義的活動，在這裡是一個困難。

 6 為了讓大家能更容易了解這個議題，您還著作了一本書「地球暖化，怎麼辦？」，請談談 編這本書的過程和比較特別的事情。

【葉 教授口述，酷酷小尖兵整理】這本書是高雄政府邀請我來做實驗的，我們收集了很多資料也帶了我幾個研究生，一起來做這件事情，編這本書的過程我發現台灣在這 方面做的研究和投注的精力實在非常有限，我們大部分是擷取外國網站的資料，我覺得這個是過程裡很重要的體會。因為我們把這本書的讀者設定成國小高年級，或 是國中生，所以我們在裡面用了比較活潑的方式，這也是因為我的研究生他們比較年輕，他們的創意在裡面也發現了一些功能，所以我覺得這算是一個滿愉快的經 驗。

7 請問您在日常生活中做環保，有什麼特別的妙招和方法嗎？

【葉教授口述，酷酷小尖兵整理】我不覺得有妙招和方法，重要的是要有基本的態度，態度對了以後碰到什麼事都知道該怎麼做，讓生活盡量簡單一點，我覺得態度能確定，會想說該不該買這個東西，會不會想吃一個豪華的大餐，讓事情變的簡單，這就對了。

8 除此之外，我們小學生還能做些什麼，請教授給我們一些建議。

【葉教授口述，酷酷小尖兵整理】小學生能夠做得事情很多，少買衣服，吃簡單一點，平常養成關燈的習慣，少買一些不必要的東西，這也是好方法。

台師大環境教育研究所所長葉欣誠表示，「規劃的意義在於管理」，從此觀點來看，台灣幾乎沒有國土規畫。

葉 欣誠教授 解釋，世界上所有的能量都來自太陽，因為光合作用透過綠色植物把太陽轉換成能量。每個能量轉換的過程都會消耗一部分的能量，能直接利用食物是最好的方式， 越能直接利用越有效率。例如，直接吃蘋果，和將蘋果拿來餵動物人類再去吃肉，相較之下，後者對於熱能的消耗更多，越容易造成全球暖化的效應。
