Willard Andre Hut was a Boy Scout in Maryland when he thought of his idea. He would create the first black-history, D.C., the nation’s capital.

Getting the idea was the easiest part. Completing the project was a lot harder. It took Willard ten years.

In working on his project, Willard made more than three thousand telephone call and mailed nearly as many letters to get answers to his questions. What is more, he sat in on seventy-five meetings and walked more than 2,300 miles mapping out the tour. “I was raised to finish what I start,” Willard said in a speech when the 7 1/2-mile walking tour opened on February 23, 1988.
