立法院財政等7個委員會今(17)日起，一連四天聯席審查前瞻預算。不過國民黨團一早先出招，先對輪值主席提出疑義，並祭出冗長的程序發言，試圖杯葛議事進行，民進黨團提出召開朝野協商，沒想到藍委趁著協商當下，進而霸占主席台，讓綠委氣得大罵作弊。
國民黨團在主席問題上大作文章，藍委表示，藍綠兩黨各有召委，為什麼一定由民進黨的王榮璋當召委，國民黨的羅明才也可以當召委，國民黨團要求先開召委會議，沒有召開，就是程序不正義。
藍委不斷在台下舉牌，高分貝抗議，隨後進入程序發言，藍委輪流在召委問題上祭出冗長演說，台下的綠委受不了，頻頻抗議發言時間過久，藍綠兩黨一個上午就在召委問題上僵持不下，議事也跟著空轉。
主席王榮璋宣布休息協商，沒想到國民黨立委趁休息協商期間，搶占主席台，民進黨立委吳思瑤氣得大罵藍委作弊，「怒斥國民黨水準就這樣。」
眼看雙方僵持不下，王博客來榮璋再度宣布休息協商，目前主席台暫時淨空，藍綠兩黨也從台上再戰到台下。
