老城新靈魂 盧森堡開啟循環經濟之路
盧森堡正在推行第三次產業革命計畫，其中一個重點就是要採用減少環境負擔的循環經濟模式，當地政府同時也致力於將廢棄的鋼鐵工業區，轉型為學術研發重鎮，盧森堡是怎麼辦到的，看記者彭惠筠、焦漢文來自盧森堡的採訪報導。
寧靜小鎮也加入了產業革命的潮流，看得出盧森堡對於採用循環經濟，並非是實驗心態而已。
經濟部：「我們是在2014年開始發想，要大範圍以全國規模來進行，2015年開始執行循環經濟，到現在的成果是循環經濟已經確立，為盧森堡發展的方向。」
為了帶動民間企業加入，政府則是以免費提供顧問等方式來輔助，在經濟發展和環保之間找尋新的平衡點。
