Along with eco consciousness-raising, sustainable development has become an essential issue in city management, especially, in Taiwan. Due to economic advancement in developing countries, environmental issues have been the most important national policy for enhancing living quality. Nowadays, people not only consider the fulfillment of their requirements but also protect the natural environment at the present time and for the future. Besides, every city has its own experience of environment degradation caused by rapid urban growth. (Mumford 1989, 458-74) Therefore, eco-city development is one sustainability strategy. Managing a sustainable environment through strategic planning is crucial for urban planners in the 21st century.
What is sustainable development? It can be expounded from the World Commission on Environment and Development, entitled ”Our Common Future”(1987):
"Development that meets the needs of the present without compromising the ability of future generations to meet their own needs."
The policies of sustainable development encompass three general sections: ecology, economy and society which should be balanced. Firstly, in the ecological aspect, the aim is to reduce environmental impact. The economic aspect, secondly, can be divided into two parts. First , the only thing that can be developed and maintained are economic profit related events. Also, local enviornment damege will be a concernng resulf of balancing the loss of economic benefit through investing commerical profit project. In general, there are six conformations to use for sustainable development: dimension-based frameworks, goal-based frameworks, sectoral frameworks, issue frameworks, causal frameworks, and combination frameworks. In Taiwan, the national sustainable development targets have three main dimensions, social life, economic production and environmental ecology which have been recognized. (Y.-T. and K.-W 2006, 241)
The Government is in favour of Taipei being an eco-city. Urbanization has reduced eco-diversity and destroyed species of flora and fauna. It has diminished landscape and also harmed the natural environment. Moreover, the climate of Taipei is hot and vulnerable to the greenhouse effect. Hence, the city Government has to take this into consideration in urban development. They focus on two phases to improve Taipei in the direction of a sustainable city; the garden city and a good public transportation system. (http://www.planning.taipei.gov.tw/ )
In the first place, they are encouraging the planting of more greenery in urbanized areas; communities have to incorporate garden parks and vegetation when developing new neighborhoods. Furthermore, definite green axis ways in the mountain trails and water fronts are better for the urban landscape. Rivers and mountains are Taipei’s natural topography that proffer scenery for appreciation. Thus, easy access to nature is a strategy to animate this heavy city. Successful cases are reconstruction of the Tamshui river banks and build walking tracks in Yangming Mountain National Park. Additionally, residents’ associations have been commissioned to green their neighborhoods. The Mass Rapid Transportation (MRT) is a significant construction in Taipei. It is not only convenient for citizens but also reduces people’s usage of vehicles while decreasing air pollution.
