桃園國際路一段拓寬通車 改善區域交通
【記者謝政儒桃園報導】桃園市政府於今年1月18日(五)上午9時於護國宮前廣場辦理「桃園市桃園區國際路一段401巷道路改善工程」通車典禮。「桃園市桃園區國際路一段401巷」位處桃園區與八德區交界，因周圍大多為農地，本為農用機具、大型遊覽車等進出主要道路，道路行經中路復育公園與護國宮，原僅約3.5公尺寬，會車不易，桃園市政府於去年4月開工拓寬本路段為8公尺寬，經費約新臺幣4,227萬元，起點為國際路一段401巷與國豐街口，終點為護國宮廣場前，拓寬範圍長度約489公尺，完工後可改善區域交通、提升道路效能。
桃園市長鄭文燦表示，位於護國宮及中路復育公園旁的國際路一段401巷從原3.5公尺寬，拓寬至8公尺寬，拓寬範圍長度約489公尺，也配合施作排水系統、路基改善及電纜地下化等工程，方便鄉親及信眾到此運動休閒，或到護國宮參拜；未來，也會配合13號公墓遷移設置錦鯉意象花海公園，並將以人行步道系統，串連中路公園、大湳公園及位於原北景雲營區的八德國民運動中心，提供市民朋友更多運動休閒空間。
除了拓寬工程，市府一併改善路基承載力，讓路面不再經常龜裂；順平中路復育公園邊坡、增加綠意植栽；電纜地下化，並使用LED燈具照明、環保節能，此外，為維持民眾灌溉需求，本工程範圍內之既有水路，待新設農田排水系統後再予廢除，以不影響周邊既有排水系統為前提，完善周邊排水系統，以提升道路排水能力，並將原道路旁公墓遷移、土地綠美化等。
國豐街轉入國際路一段401巷路口旁空地，市府工務局施作「桃園區桃圳段815、712地號簡易綠美化工程」，將約5,774平方公尺的空地範圍內施作壓花地坪、木作、植栽、照明、排水等工程，總經費約1,100萬元，預計將種植花海及設置大型裝置藝術等，美化環境空間，預計108年1月底完工。而國際路一段401巷旁既有的中路復育公園(含南、北2個小公園)，市府新工處納入「八德區中路縫合-公園品質提升計畫設計暨工程」計畫中，現正施作植栽、休閒座椅、遊憩設施、鋪面、草皮等工程，經費約新臺幣459萬元，預計108年2月中完工，屆時，國際路一段401巷道路周圍將成為景緻美觀的美麗區域，不但是交通要道，更成為居民休閒的良好場所。

境外器官移植未完整通報 監委要查

目前法令規定，病人到國外接受器官移植後，於國內醫院接受移植後續治療，應將移植的器官類目、所在國家、醫院及醫師等書面資料提供給醫院，醫院並應完成通報，但國內醫院完整通報比例僅21％，且未見衛福部依法裁罰，監察委員田秋堇、王幼玲因此申請自動調查，瞭解衛生福利部有無善盡主管機關責任。
按《人體器官移植條例》規定，病人接受境外器官移植應提供相關書面資料，醫院也應通報，若醫院、醫師或病人違反通報規定，依法可處新臺幣3萬元以上15萬元以下罰鍰。
田秋堇、王幼玲表示，2015年7月1日至2018年4月24日止，共有22家國內醫院通報141例境外移植(腎臟126例、肝臟15例)，有135例前往大陸，為最大宗器官來源國。近80％未能依法提供國家、醫院名稱及醫師姓名，使境外移植通報制度形同虛設，甚至恐使我國淪為國際黑心器官移植之共犯，且未有因違法而受罰，而該部提供表單欄位竟有80％填寫「未知」、「不詳」等。
衛福部醫事司長石崇良則表示，通報比率低與病患不願進一步說明有關。未進行登錄通報，是醫院、醫師未詢問，還是病患不願說；如是醫院、醫師責任將開罰，如是病患會依法開罰3～15萬元。
