推薦函湧入 韓：人才就留用
: 【記者楊國樑高雄報導】高雄市長當選人韓國瑜已經展開小內閣人事布局，他28日表示，已鎖定了一些對象，將再面談，至於是否會留用現任首長，他說「只要是人才不排斥」。
韓國瑜在當選市長之後，已先約談了屬意的副市長人選，接著還有局處長，他受訪說，在雲林休養身體也忙著聯絡安排人事，等進一步面談後會定案。韓國瑜多次公開指出，當選絕不會秋後算帳，未來用人不分顏色、黨派，就一個字「衝」，要全力拚經濟。
媒體好奇是否會留用現任市府首長，他說，只要是人才不會排斥。事實上，隨著新政府上任，市府政務官要總辭，不過31個局處中包括警察局、主計處、人事處、政風處4個單位首長非政務官，不必提出總辭，而且要繼續留任。
高雄市府人事處指出，除了市長任期屆滿卸任，要提出總辭的是27個局處長、3位副市長及數十名機要人員。依據公務人員交代條例的規定，應移交印信、人員名冊、會計報告及存款、未辦或未了的案件、相關事務目錄等。
高市府秘書長趙建喬表示，市府成立交接小組將協助新團隊辦理交接事宜，同時會在12月3日召開第一次會議。2018/11/28

【記者楊國樑高雄報導】新科高雄市長韓國瑜人氣破表，很多人希望能成為新市府團隊成員，國民黨高雄市黨部發言人侯亞寧28日表示，黨部收到很多推薦函、簡訊，甚至遠從國外來的信件，都將給市長參考。
韓國瑜當選市長之後就忙著布局小內閣人事，目前除了屬意的副市長之外，他繼續聯絡並面談，韓國瑜曾說，用人不分政黨，只要是人才都不排斥。
侯亞寧28日指出，連日來已接獲百餘封推薦函，還有電子郵件及簡訊推薦人事，約有200到300封，其中有不少是企業界的CEO執行長，還有目前檯面上的政治人物等，尤其有遠從國外來的信件，博士學者等各領域的人才都有，舉薦對象非常多元。他說會將所有推薦信函交給市長參考，並感謝各界推薦好的人選。2018/11/28
華裔外科醫師涉醫保欺詐 恐囚10年
: 在曼哈頓華埠和皇后區執業的54歲華裔血管外科醫師秦峰(Feng Qin，音譯)涉嫌醫療欺詐，3日被紐約南區聯邦檢察官起訴並過堂，指他為那些本無必要接受血管外科手術或沒有聯邦醫療保險(Medicare)的患者進行血管外科手術，騙取聯邦醫療保險；他被控一項醫療欺詐罪，恐面臨最高十年監禁。
根據起訴書，患有晚期腎功能疾病、需進行血液透析的患者可能需要接受血管外科手術，例如腸瘻管攝影(fistulogram)和血管擴張手術(angioplasties)；但聯邦醫療保險報銷指南規定，除非患者的病歷顯示有透析困難的症狀，醫師才可為患者進行以上兩種手術，否則不予報銷。
而秦峰2015年至2016年一直在為患有晚期腎功能疾病的患者進行上述兩種手術，無論病人是否出現適用症狀；他還在患者的病歷中不當表述，讓病歷看起來有適用症狀，在明知規定為何的情況下，非法獲取聯邦醫療保險的報銷資金。
法庭文件顯示，秦峰開設的秦氏診所(Qin Medical，音譯)2015年曾就一份民事訴訟案和解，該訴訟稱他2010年至2012年在前雇主處工作期間，明知聯邦醫療保險的規定，卻還給那些並無症狀需要進行血管外科手術的患者做手術，秦峰因此支付15萬元和解金。
檢察官指出，秦峰竟屢教不改，繼續在他自己的診所以同樣的方法詐取醫療保險。
紐約南區聯邦檢察官柏曼(Geoffrey Berman)表示：「秦峰很顯然沒有從過去的民事訴訟案中吸取教訓；他必須遵守聯邦醫療保險的規定，停止為那些臨床上本不應進行血管外科手術的患者做手術、以騙取保險，這次我們對他提起刑事訴訟。」
